As our primary funding stream comes from HCBS, we strongly support the Build Back Better Act legislation. The money in this bill would potentially provide rate increases, allowing SUI to consider wage increases to of our employees, in hopes that we will remain competitive in this tight labor market.

The Build Back Better Act Includes $150 Billion for Medicaid HCBS Funding |
On Thursday, the White House released its framework for the $1.75 trillion budget reconciliation bill, the Build Back Better Act. The framework includes a provision of $150 billion for Medicaid Home and Community Based Services (HCBS), which is consistent with the text of the bill Congress also released later on Thursday.
As part of the increased funding for Medicaid HCBS, states are eligible for a 6 percentage point increase in their FMAP (i.e., an increase in the federal matching rate for Medicaid funding) and an additional 2 percentage point increase if they meet certain requirements. The bill also requires payment rates to be updated 2 years after each state’s HCBS improvement plans are approved and then every 3 years thereafter.
